Mayor Raisa S. Treñas brings pride to Iloilo City and the country as the only local chief executive from the Philippines to attend the International Disaster Resilience Leaders Forum (IDRLF) 2026 in Incheon, Republic of Korea, from Sept. 7 to 8, 2026.
Mayor Raisa presented the Iloilo City Action and Resilience (ICARe) Centers during the City Networking Event on Monday. The event brought together cities from around the world to share disaster risk reduction experiences and best practices, while showcasing innovative approaches, partnerships, capacity building strategies, and technologies supporting local resilience efforts.
Iloilo City currently has nine operational ICARe facilities. These facilities have evolved beyond emergency response centers into a network of resilience learning hubs, where government, communities, the private sector, and other stakeholders come together to learn, plan, and act collectively.
Officials from Bangladesh, India, Indonesia, Korea, and Thailand also presented during the City Networking Event.
Iloilo City Highlights ICARe Centers and Local Resilience Efforts
The presentation of the Iloilo City Action and Resilience (ICARe) Centers placed Iloilo City’s local disaster risk reduction experience among the initiatives shared during the City Networking Event.
The city currently operates nine ICARe facilities. While these facilities serve as emergency response centers, they have also evolved into resilience learning hubs.
The ICARe network provides spaces where government, communities, the private sector, and other stakeholders can come together to learn, plan, and act collectively. This development reflects the role of the facilities in supporting local resilience efforts beyond emergency response.
The City Networking Event provided participating cities with an opportunity to share their experiences and best practices in disaster risk reduction. It also highlighted innovative approaches, partnerships, capacity building strategies, and technologies that support local resilience efforts.
Through Mayor Raisa’s presentation, Iloilo City shared the development of its ICARe facilities with participants from different countries. The presentation formed part of the broader exchange of disaster risk reduction experiences and approaches during the forum.
International Disaster Resilience Leaders Forum 2026
The International Disaster Resilience Leaders Forum is an annual platform for exchanging practical solutions and lessons for building local and urban resilience in the face of growing disaster and climate risks.
The 2026 forum is co-organized with the Incheon Institute, the United Nations Office for Disaster Risk Reduction (UNDRR) Office for Northeast Asia and Global Education and Training Institute (ONEA & GETI), with the support of the Ministry of the Interior and Safety (MOIS) of the Republic of Korea.
The forum is also held in partnership with the Trilateral Cooperation Secretariat (TCS).
The gathering brings together local leaders, national government officials, technical experts, and international organizations from Northeast and Southeast Asia and beyond.
This year’s theme, “Translating Locally-led Resilience into Action in the Age of Complex Risk and Digital Transformation”, focuses on how disaster risk reduction can be effectively implemented at the local level in an increasingly complex and rapidly developing risk landscape.
The topics center on innovative financing for local disaster risk reduction, AI-driven disaster prevention, and risk-informed investments.
These discussions form part of the forum’s focus on practical solutions and lessons for building local and urban resilience as disaster and climate risks continue to grow.
Mayor Raisa to Join Climate Adaptation Project Preparation Workshop
Mayor Raisa will also join the Training Workshop on Climate Adaptation Project Preparation: Converting Ideas into Fundable Projects on Sept. 9.
The one-day workshop is being co-organized by the UNDRR (ONEA & GETI), together with ICLEI World Secretariat and the Making Cities Resilient 2030 (MCR2030).
The workshop aims to strengthen the capacities of local government officials and key stakeholders on climate adaptation and disaster risk reduction project preparation and financing.
Mayor Raisa’s participation in the workshop follows her participation in the International Disaster Resilience Leaders Forum 2026, where she presented Iloilo City’s ICARe Centers during the City Networking Event.
The forum and workshop provide platforms for local government officials, leaders, technical experts, and other stakeholders to exchange practical solutions, experiences, and approaches related to disaster risk reduction, climate adaptation, resilience, project preparation, and financing.
