Veteran actor John Arcilla has renewed his call for the passage of the Citizen Access and Disclosure of Expenditures for National Accountability (CADENA) Act following flooding incidents in various parts of the country.

Arcilla, best known for his role in the film “Heneral Luna,” shared a post on his Facebook account by Jaycon Verallo, who called on fellow content creators to amplify the proposed measure of Senator Bam Aquino.

“Calling all Content Creator na paingayin ang panukalang batas ni Bam Aquino ang ‘CADENA ACT,’” Verallo said.

“Walang kulay ang batas na ito. Dahil lahat ng Senador pabor dito, Kahit dito manlang magkaisa tayo,” he added.

The CADENA Act, also known as the Blockchain the Budget Bill, focuses on transparency and accountability in government budgeting and the use of public funds.

CADENA Act approved by Senate on third and final reading

Aquino’s Senate Bill No. 1506 was approved on third and final reading in the Senate on December 15, 2025, with a 17-0 vote. No senator voted against the measure or abstained.

Despite the Senate approval, the CADENA Act has yet to advance in the House of Representatives.

The proposed measure seeks to use blockchain technology in government budgeting as part of efforts to promote transparency and accountability in the use of public funds.

Arcilla has previously expressed support for Aquino’s proposal, highlighting what he described as its potential benefit to the Filipino people.

“Ang panukalang ito ay hindi si Senator Bam Aquino ang makikinabang kundi ang Mamamayang Pilipino. Mabuhay po kayo Senator,” Arcilla said in a Facebook post.

Arcilla also emphasized that using blockchain technology in government budgeting would ensure transparency and accountability in the use of public funds.

What the CADENA Act proposes

Under the CADENA Act, all government agencies would be required to upload and regularly maintain detailed budget-related documents on a Digital Budget Platform.

The documents would include contracts, project costs, bills of materials, and procurement records.

The proposed Digital Budget Platform aims to make these files publicly accessible while protecting them against unauthorized changes. The system would also be designed to make the records traceable, open-source, and verifiable.

Through these requirements, the CADENA Act proposes a system where information related to government budgets and expenditures can be accessed and verified by the public.

The measure’s focus on detailed budget documents also covers records connected to government contracts, project costs, bills of materials, and procurement.

The proposed use of blockchain technology forms part of the measure’s approach to transparency and accountability in government budgeting.

Public personalities support the CADENA Act

Arcilla is among several artists, musicians, influencers, and content creators who have previously expressed support for the CADENA Act.

The list includes veteran actor Edu Manzano, Cinemalaya Best Actress Pokwang, radio host DJ JhaiHo, digital creator Aviona Starr, content creator Lexi Mercader, and vlogger Kimifierce.

Other personalities have also shared and liked an Aquino post highlighting the importance of the CADENA Act in fighting corruption and promoting transparency in government.

These include RiverMaya frontman and drummer Mark Escueta, theater actor Phi Palmos, former Pinoy Big Brother (PBB) housemate Justin Dizon, comedienne and actress Inah Evans, influencer Andrea Guevarra, athlete and entrepreneur Enzo Bonoan, Moy Ortiz of The Company, singer Cooky Chua, host Mela Habijan, and musician Aiman Borres.

The continued support from personalities across entertainment, music, media, and digital content has added to the public discussion surrounding the proposed legislation.

Arcilla’s latest post comes as calls continue for the CADENA Act to advance after its approval in the Senate.

The measure remains pending in the House of Representatives after Senate Bill No. 1506 passed on third and final reading on December 15, 2025.

If enacted as proposed, the CADENA Act would require government agencies to upload and regularly maintain detailed budget-related documents through a Digital Budget Platform.
