In light of its advocacy and initiatives to introduce holistic learning methods and professional development by educating for Whole Child, REX recently launched a landmark work on educational law and policy making. Titled “The Education Act,” the book is the country’s first and most comprehensive compendium of education policies, regulatory tools, practices, and current issues that are affecting the nation as it undergoes transformations in the field of education.
Released during the 40th annual run of Manila International Book Fair, the country’s largest exhibition for publishers, the book is written by Atty. Joseph Noel M. Estrada, a family and education lawyer by practice, and a much sought-after resource speaker and advocate for education.
Asked about what inspired him to work on the book, Atty. Estrada said that he wanted to “empower more education professionals, educators, administrators, students,” adding that, by writing the book, he wanted to “reach out to more people.”
This is Atty. Estrada’s second book on his field of expertise, and in terms of style and the overall creative process behind its completion, the educational law expert said that “now there’s more involvement in the whole process, what we have here is really a collaborative process, a team of legal experts, each with their own fields of specialization, guiding me to provide not just rigor, vision, and clarity to the various issues and their different facets and dimensions, but also a sense of purpose for the project” adding that he felt grateful that he “had the pleasure of being taken good care of by a leading publishing company.”
As a father of three, Atty. Estrada believes that the book is a necessary step toward securing the future generations, the young learners today who will continue in building the nation forward. “This will help future generations, it will inspire more advocates for education, and we badly need them in the society,” said Atty. Estrada.
According to the author, the book is a good material for policy makers, in Congress, or in the Senate, because it provides readers with the legal information they would need to craft the education laws, and initiate educational reforms and eventually help in the process of national development.
Atty. Estrada currently works as managing Partner of the Estrada & Aquino Law, Co. He also serves as legal counsel to distinguished national education associations such as the Coordinating Council of Private Educational Associations (COCOPEA), where he also serves in the capacity as its Managing Director, the Catholic Educational Association of the Philippines (CEAP), Philippine Association of Private Schools, Colleges, and Universities (PAPSCU); Fund for Assistance to Private Education (FAPE), Philippine Accrediting Association of Schools, Colleges, and Universities; South Manila Educational Consortium (SMEC), National Alliance of Private Schools Philippines (NAPSPHIL), Ayala Education, Asian School of HRMD Practitioners in the Philippines Inc. (AASHPI), as well as the National Collegiate Athletic Association (NCAA).
A regular resource person invited to hearings and proceedings at the House of Representatives and the Senate Committee on Education, Atty. Estrada also advocates for improving education by representing in policy consultations with the Department of Education, the Commission on Higher Education, and the Technical Education and Skills Development Authority.
